Your workplace may be blocking access to secure web pages. If you cannot access such things as internet banking from your workplace, then it is quite likely that your employer is blocking access to secure sites.
A good webpage for testing SSL connections is this URL: https://www.microsoft.com .
If you can see that microsoft page then SSL connections are not blocked. If you can’t see the page, then your computer or workplace is blocking SSL connections.

Some Research Databases use Java, therefore you might be required to have Java enabled to use those Research Databases.
